CITES Trade Regulation of Tortoises and Freshwater Turtles
– A Help or Hindrance to Conservation?
Abstract
CITES aims and regulations are described under as the headings of the Conference of
Parties, Animal Committee, Plants Committee, Nomenclature Committee, Standing
Committee and domestic Authorities, as well as the different Appendices of the CITES
Treaty. The rules, arguments and methods that are the basis of how species are to be
included or excluded to the different Appendices are shown. The requirements to
implement CITES at domestic level are named, review processes and possible international
penalties for offences of the treaty are given. Furthermore the effects of CITES,
especially for trading tortoises and freshwater turtles, are evaluated and the
limitations of CITES are addressed.
